Turkey's Financial Situation
Dear Reader,
Living and developing a business in Turkey gives me access to information you may not read about. There fore, from time to time, I will keep you updated with information from articles in the Turkish Daily News or any general magazine articles I happen to come across.
The Turkish Daily News in July 2005 headed as follows: 'EU says newcomers to grow fast, fiscal woes remain'. Of course, Turkey is not a newcomer - yet, but never the less, Turkey is now being included in some general articles if only as an example of how a large Industrial nation with high output, low internal market and huge export potential due to location and low wage costs can compare to the existng EU nations.
Some quotes from this article:Economies of most EU newcomers will grow much faster than the rest of the block in 2005/06 and inflation will fall, but some countries may miss budget deficit ( no surprise there then ) reduction targets, the European Commission said this week.10 mostly ex communist new entrants will see High unemployment rates decrease with an increase in private market consumption. Assessing the economies of EU candidate countries, the commission forecast fast growth and falling inflation in Turkey,which eagerly awaits the start of accession talks with the EU, scheduled for this October. Turkish Growth is forecast at 5.0% in 2005 and 5.1% in 2006, while inflation is to decline to 6.4% in 2006 from 10.6% in 2004. (In 2005 inflation has been confirmed as 6.9) ( It was only a few years ago when inflation was topping 20% !)
A further article in the Febuary 2005 copy of 'The Residence Magazine', an International Property Review magazine, quotes the Prime Minister - Recip Tayip Erdogan as follows:
1- When Turkey becomes a full member of the E.U., it will play a leading role with it's secular identity, population and strategic qualities. Turkey has recorded an annual growth rate of 8% in the last few years and he predicts Turkey will NOT be a burden on the E.U, more over it will play its part in the enhancement of economic dynamism in the whole E.U geographical area via the economic momentum it would gain by full E.U. membership.
2-Following the liberilisation of Turkey's real estate market in 2003, more than 40,000 properties in 70 Turkish cities are now owned by foriegners from over 60 countries. Over 10,000 investors are new to the market.
3- Citizens from 87 countries qualify to buy without approval by local authorities. Citizens from 24 other countries can purchase Turkish buildings but not Land.
4-A third of all foriegn owners in Turkey are Greek. German Nationals have bought 1,748,721 M2 of Land. British buyers are third in the list of foreign buyers. Also popular with French, Dutch, Syrian and Americans.
5- Most foriegners buy in Istanbul, Antalya, and the West and South Western regions, Bodrum, Izmir and to the East, the capital city of Ankara.
6- Other Facts and Figures: Area: 780,580 sq KMs Population: 68 Million with a population growth rate of 1.16%. (july 2003 - Estimated) Life Expectancy at Birth: 71.8 years. GDP per capita: purchasing power parity $7,300. ( Estimate 2002) Main Trading Partners: EU Countries, Russia and USA. Internet Users: 2.5 Million - as of 2002.

Award for Dalaman Airport - International Terminal
The Architect who worked on the design of Dalaman's new terminal building for International Lines - Emre Arolat - has just won a major architectural award for 'Emerging Architecture' with attention to functionality. The winner was selected for the 'sensitive approach to environmental conditions and outstanding solutions to problems'. The award was presented in London.
So don't forget ! - Take a look up at the ceiling space next time you pass through the new Terminal. One of the most specific architectural features is the steel case to break down the sun rays with the resulting natural air circulation which contributes to the air conditioning within the building.

New bus terminal opens July 2007
30 June 2007 - The new Intercity Bus Terminal for Fethiye is now operating. The main access is gate on the lane which runs alongside the canal towards Olu deniz road bridge (kopru) and pedestrians can also access from the corner at the side of the roundabout petrol station (by the mini taxi rank.)
More rights to Turkish Women
( After being under discussion for 2 years........) Parliament approves new civil code
The changes provide for a drastic change in the standing of women within
marriage, giving them equal status with their husbands.
November 2006 - The Turkish parliament has approved a series of revisions to the country's civil code, which radically alter the status of women and changing the balance of legal and traditional relations between husband and wife.
Last night parliament voted to accept the changes proposed to the
Turkish Civil Code, altering 116 articles of the 1030 article legislation,
which has been in force for 75 years.Under the changes, the husband is no longer acknowledged as the head of the family, as was previously the case. Both men and women are given equal status within the marriage are both are able to represent the family in legal matters.
Women are now allowed by law to retain their maiden name after marriage, though must still adopt their husband's name as well. After divorce, should a woman chose to do so, she is now allowed to retain her former spouse's name, if he so agrees. Wives are also entitled to have an equal say in where the family is to live, previously a decision that lay with the husband in a marriage.
The legal age for marriage has also been raised, with both men and women having to be over the age of 17 before they can be wed. Previously, women could be married at age 15 and 17 for men.
The principle that the husband is responsible for looking after the wife and children has been lifted, with the new code specifying that a shared financial responsibility is to be adopted. Women are also free to take up employment and to work in any profession that they chose, instead of having to seek their husband's approval to enter the work force.
In the event of a marriage ending in divorce, the new code allows for the
holding of a closed court session if either party so requests and for the
equal sharing of assets accumulated during the time of the marriage.
However, there is also allowance for other divisions of assets at the
discretion of the couple involved in divorce proceedings, with contractual arrangements being made accordingly.
The new civil code also recognises children born outside of wedlock as
having an equal right to inheritance as those born within a marriage. The
code also lowers the age at which persons can adopt, with the limit being
dropped from 35 years to 30.
Another amendment to the code allows the mentally retarded to wed, as long as a medical report shows that there are no impediments for the person or persons doing so.
Land of Lights is an exciting local Fethiye newspaper, printed in English, containing advertising and interesting editorial features - published every 2 weeks - Free of Charge. You can pick up this paper at several destinations outside offices and shops throughout Fethiye town - Cafe Oley Paspatur, Gima store, FIG office etc. In Gocek you can pick it up from outside Ecoline Office.

Rental incomes for holiday lets do vary from suburb to suburb depending on property types, amenities nearby, proximity to local transport links and tourism trends. We can check with developers for their local area rates if you buy any property. Please remember that rates are a guide and cannot be relied upon. Good advertising and internet site marketing are crucial in order to attract holiday visitors to your property. We do not guarantee properties can ever be continuously filled throughout any season.
Some developers can now offer Guarantee Rental incomes which are paid annually to your account over a period of years and this is particularly useful for Investors. Please ask us about this option if you are interested.
Sailing & Tour Companies
The classic Turkish holiday afloat is aboard the 'gulet' an attractive wooden boat that is likely to spend most its time motoring than sailing - pottering along Turkey's dramatic south-west coastline. Recent lifting of restrictions now mean that Turkish-flagged boats can now cruise the nearby Greek islands too. You can book a double cabin ensuite in a shared cruise or charter a whole boat for your family and friends.
Average price to rent a boat which sleeps 8 persons including services of a crew, is £2200 to £3800 depending on comfort level (in gulets without air conditioning the cabins can be very warm at night). The charter option means you can choose your itinerary (one way sailings too are often possible).
The waters off Turkey are ideal for proper sailing. If you have experience you can take a bareboat charter, or sign up for a sociable flotilla holiday, in which case you will follow a lead boat. Otherwise you can opt for a skippered or crewed charter, or learn the ropes beforehand at a holiday club.

Solicitor
(I) Property or land Purchasing.
If you feel more comfortable using a Solicitor then below are details of how a qualified Solicitor will act on your behalf.
A) Arranging a Contract between Buyer and Seller.
B) Arranging an Official Power of Attorney is given to the Solicitor at the local C) Notary office. Ecoline cover this charge.
D) Legal Search at Deeds Office ( Tapu office) and Forestry office.
E) To legal search of the property (in Tpu office and if necassary the Forestry Office.
F) To make an application to the Military:
To receive a shared Map from the Kadestro Office which is an approved Council Map of an area (1/5000)as drawn up by the local Council showing all the roads, proposed or Built plus the exact Location of all plots of Land. Their charge YTL 80.
To receive 1/2500 shared Map from the Munucipilaty in Fethiye. (Belediyesi) Their charge 1.000.-NTL. In other areas this charge can be less or more.
After these maps are received, they are sent to the Military in Izmir for the obligatory checks both personally and on the proposed purchase.
G) After these are returned, the official Deed transfer into your name(s) is
made by the Solictor who has your Power of Attorney. The Solicitor's charge for the above is GBP 600. This price does not include the additional charges in Para 4A and 4 B

(II) Wills
It is highly advisible to have a Will translated into Turkish. This can be drawn up by our Solicitor. The charge is GBP 200, of which GBP 100 is a charge by the Notary Office. If a Husband and Wife draw up a 'Mirror' Will, our Solicitor has agreed to reduce the total charge to GBP300.
Please Note : All charges quoted above will be reconfirmed at the time of contract.
Should your require to proceed on either of the above points, we reccomend our own Solicitor based in Fethiye. He is fluent in English and used to working with Foreigners especially British subjects.
What is a Power of Attorney ?
These documents are produced at any Notary office throughout Turkey to appoint someome to act on your behalf to complete an action under YOUR Authority. We can use Power of Attorney for the Purchasing and Selling of many items.
P of A documents are widely used in Turkey ( and Europe) as a cheaper option than a solicitor. Solicitors as we know, come at a far higher cost and where the transaction is straight forward, (we will advise you carefully and responsibly). If we are not sure, we will tell you so and introduce you to a reputable local Solicitor.
Either way, the document produced will be just as legally binding in a Turkish Court of Law.
Please Note: At the Notary office, BY LAW a translator must be present at the signing of the Document.
To create a Power of Attorney Document for a house purchasing transaction, the following will be done:
1/ You will be given a tax number. This is legally required so Tax payments for Purchase tax, yearly House tax etc can be allocated to your name.
2/ Passport photographs and a copy of your Passport will be taken.
3/ The document will be produced and translated to you by a translator. It is a straight forward document, but none the less a legal document so do not be scared to ask questions. The translator we use is very patient and understanding.
Please Note: P of A made for a house purchasing transaction will automatically expire after two years so ensure your Purchase will be completed within that time. If not, an Expiry date must be included in the Document.
The cost for the above: Approximately YTL220 ( Sterling 90 )
Translator : Approximately YTL 60 (Sterling 22 )
